Delivering Community and Hapū aspirations

Commitments and Organisation

Ngā Ringaringa Waewae (“NRW”) is a cooperative of individuals borne out of the shared aspirations of community (Progress Castlecliff Inc-“PCC”) and hapu at place (Te Mata Puau “TMP”).

NRW is dedicated to delivering community and hapu aspirations in accord with He Ara Tuku Rau, Tupua Te Kawa, and Te Awa Tupua.

This document should be read in conjunction with the following documents (attached) He Ara Tuku Rau 101, shared commitment letter, and NRW proposal.

In all matters and all dealings of any type Nga Ringaringa Waewae is committed to Tupua Te Kawa.

Tupua Te Kawa

Ko Te Kawa Tuatahi - Ko te Awa te mātāpuna o te ora: the River is the source of spiritual and physical sustenance: Te Awa Tupua is a spiritual and physical entity that supports and sustains both the life and natural resources within the Whanganui River and the health and well-being of the iwi, hapū, and other communities of the River.

Ko Te Kawa Tuarua - E rere kau mai i te Awa nui mai i te Kāhui Maunga ki Tangaroa: the great River flows from the mountains to the sea: Te Awa Tupua is an indivisible and living whole from the mountains to the sea, incorporating the Whanganui River and all of its physical and metaphysical elements.

Ko Te Kawa Tuatoru – Ko au te Awa,ko te Awa ko au: I am the River and the River is me: The iwi and hapū of the Whanganui River have an inalienable connection with, and responsibility to, Te Awa Tupua and its health and well-being.

Ko Te Kawa Tuawhā - Ngā manga iti, ngā manga nui e honohono kau ana, ka tupu hei Awa Tupua: the small and large streams that flow into one another form one River: Te Awa Tupua is a singular entity comprised of many elements and communities, working collaboratively for the common purpose of the health and well-being of Te Awa Tupua.

All interactions between anyone involved with NRW and others will follow a reciprocal relational model (as required by He Ara Tuku Rau). People will learn and grow together as the mahi progresses. Those involved will put “the river first and the river second”, building relationships, supporting each other, openly and honestly and protecting the Kaupapa into the future.

NRW is a cooperative of individuals invited by TMP to assist with the mahi of delivering community and hapu aspirations.

NRW is made up of a core group of individuals (“core group”) who steer the mahi and co opted members who assist with delivery. It is envisaged this core group (of 4) would comprise members of both PCC and TMP.

The initial core group is appointed by TMP.

The core group (in discussion with TMP and PCC) will identify individuals on a case by case basis to assist with various aspects of delivering community and hapu aspirations- these individuals could be anything from artists, to project managers, to engineers, community facilitators and everything in between

Individuals will be recommended to TMP and invited to join NRW with the agreement of TMP.

All members of NRW will confirm their commitment to the matters set out in this document and those attached.

Once an individual accepts an invitation to join NRW and has made the required commitments they can use the title “Nga Ringaringa Waewae”.

It is envisaged that NRW members will be paid and voluntary on a case by case basis.

If at any time TMP after discussion with Nga Ringaringa Waewae decides that an individual (for whatever reason) is no longer able to operate as Nga Ringaringa Waewae, they will notify the individual concerned.

If this occurs the individual will no longer use the title Nga Ringaringa Waewae or hold themselves out to be part of the cooperative.

If such a process occurred, all parties would do their utmost to maintain positive constructive relationships.

It is envisaged that NRW will be able to get to a point where interns are invited to join, to ensure suitably qualified NRW members are available to continue the mahi inter generationally.

The mahi/reporting etc

The core group would be tasked to generate a list of key objectives and a strategy for achieving those objectives.

The core group would be guided by TMP and PCC in this task.

Once the objectives and strategy were finalised, individual NRW members would be allocated clear objectives and timeframes in which they are to be achieved, they would then go about achieving the objectives.

NRW will report back to TMP and PCC no less than monthly and seek guidance from TMP and PCC.

Both TMP and PCC’s ongoing support for NRW is assumed unless TMP and PCC notify NRW otherwise.

NRW by design is dynamic and able to adjust its strategy and objectives to best deliver the identified community and hapu aspirations. The NRW process will be entirely transparent to TMP.

Funding

It is envisaged that members of NRW will be paid.
Horizon’s have committed financial funding to initial progress. PCC has funds available to contribute ($60K has been allocated)

It is hoped WDC would contribute $120K p\a (if not they may need to pay consultant hourly rates to NRW for assistance in delivering community aspirations in compliance with He Ara Tuku Rau).

Other significant funding will need to be obtained from public, private and charitable organisations to ensure NRW’s sustainability over time.

Proposed initial objectives

Secure funding for NRW from Horizons and WDC.

Apply for further funding to deliver community aspirations in line with public consultation conducted by Cr Patrick (HRC) including Manatu Taonga funding already identified, Tourism Infrastructure Fund, 4Regions Charitable Trust etc

Finalise detailed engineering design plans for community aspirations at North Mole, Morgan Street and Riverbank

Ensure both WDC and Horizons commit funds in 2023\24 annual plans and LTP’s for delivery of community aspirations.

Secure construction contracts in line with Community and Hapu aspirations identified in Castlecliff Coastal Action Plan- implementation May 2024 at the latest.

Project Manage construction phases for initial community aspirations with contractors Continue to develop “consolidated vision” with community and hapu.
